What's the best Tea Room in Toronto?

My mother and I have plans to go to a tea room for afternoon tea/high tea (the one with tiny sandwiches, please don’t hurt me!). We went to the Royal York many years ago and really enjoyed it and would like to try someplace new.

Considerations:
No or very little shellfish (clearly marked) in the sandwiches
Option to get the tea without the cakes (i.e. tea, scones and sandwiches)
Easy to get to by transit or free parking available.

I’ve only gone to one place in Toronto for afternoon tea before and really enjoyed it! It was about 2 years ago at the Windsor Arms Hotel. It’s a lovely tea room!
