Should bagged and loose leaf tea of the same brand be separate, or should they share a page?
Bagged tea and loose leaf can taste quite different from each other, but then it is still the same brand. Official guidelines could help.
They should be considered distinctly. Even if using single-estate teas, teabags usually use Fannings grade or smaller tea, which brews up differently than whole leaf tea.
If it is not single estate, there is no guarantee that the teas used in (say) an Assam blend for teabags are the same teas used in a loose leaf Assam, even if offered by the same company.
