I thought of Upton first also. Others are Harney & Sons and Adiago. I have not ordered any tea from Upton or Harney & Sons. I keep intending to.
Teavivre has everything in sample size.
Adagio, Teavivre, Verdant, Harney and Sons, are ones I can think of right off the top of my head.
I love Teavivre-only reason I didn’t mention them is that they aren’t a mega large company. But I have more tea from Teavivre right now than anyone else and have been very pleased with them overall.

My order from Adagio came today, although I haven’t sampled anything yet. I’m waiting for my sense of taste & smell to come back, & skipping the caffeine until tomorrow. Anyway, I ordered several samples, and I’m pretty impressed with the amount they gave. Definitely enough for several cups!
The Tea Spot also offers a sample size on their teas, enough for 5 servings, which I think is pretty decent! Nothing irritates me more than only having enough to try a tea one time. That’s almost like a guarantee that I’ll screw up by over brewing or something…
The Republic of Tea offers Taster tins which I think are equal to a sample size (10 cups). These range in price from $3+ depending on the tea. According to their website there are 63 loose tea varieties available in the taster tins. http://www.republicoftea.com/
I just got in two sampler tins from Art of Tea. I love that they are inexpensive and come in nice little tins! Have yet to try them but that is next!
Speaking of Art of Tea, they do have some nice sampler sets. They come in a cool pillow box and come with a bamboo strainer.

It’s been a while since I’ve ordered a sampler, but, from what I remember, they are a nice size (enough for several cups of tea), and I also remember that AoT has great customer service and fast shipping. A really great company…
I tried the two I purchased from them and I am sending them on to you and TeaEqualsBliss … for some reason they didn’t sit right with me – not terrible but Im not in love. Hey that works for me though I get to pass them on :)
