Any German friends here who could help with this customs question?

I sent a package to German a couple of weeks ago by USPS first class mail. It turns out that the package would be handled by DHL in German (I don’t know why… but seems the system in certain regions).

The addressee received a notice saying:
Package delivered to custums office (xxxcity) (xxnumber) (it turns out a totally wrong office/ different city)
Calender Day 99 / 09.04 (they say the parcel would be returned in 2 weeks if the addressee doesn’t respond)

They need a “Zollübergabebogennummer” (somekind of reference number)
This number shall have just four numbers. The problem is, neither DHL nor the customs agency gives my addressee such a “reference number”, yet the customs requires such a reference number for my addressee to find where his parcel is (he checked with the customs office mentioned on the customs notice and his parcel is not there.)

I’m not familiar with the customs system at all. Could there be some misunderstanding here? Did anybody receive such customs notice in German before, and does anybody know how one would get a “reference number” mentioned on the customs notice?

google translate says that this translates to: duty handover arc number

they might enquire with the postal service what this number is. If the first guy doesnt know ask someone else.
The postal service will definitely know what this number is.

Thank you very much for your input! It seems that DHL messed up with the procedure and refused to tell the addressee a reference number. I will let him know your advice and probably he should talk to another DHL representative to get more help. Thank you very much!
