Quality of the tea leaves

Hi fellow Steepsters!

I received few samples of tea to taste and I came across white powdery residue on them – is this normal? or should I be worried thinking it is mildew?

What kind of tea? Probably is the hair from the young buds.

The only times I have found whit powdery residue on the it has been on puerh cakes and it has been mold. That being said not all molds are harmful but there is no way to know about a specific one.

It is Tulsi – so not camellia sinensis. I know usually in young buds of tea white powdery residue is visible, but I am not sure about herbal plants.

I am not familiar enough with Tulsi to tell you what a white powdery residue could be, I was assuming you meant tea.
