Here in Canada it depends on how big they are and on how much the items in the package are estimated to be worth. Usually they don’t bother with tea and smaller stuff. :)

That said, I’m looking forward to seeing what’s in it. I can’t remember what I wished for and I’m not going to go check, because… it’d spoil the surprise.
